Educate the public about how funds are allocated to relocate sites but the total number of sites is conserved.
Redirect, but do not require, changes in visitor use of facilities.

• Increased flooding damage campgrounds- resulting in greater use of alternative campgrounds/ reduced services/ and increased use of fewer facilities.
