Approach
Change staffing and management in highly variable shoulder seasons to accommodate flexibility in seasons, dates, and travel management. Consider tradeoffs between flexibility and predictability.
Tactics
- Add gates to closed areas that may be muddy; use multiple gate system to open lower trails but close off higher elevation trails; harden roads that are likely to see muddy season use.
- Use social media and real time information to communicate to the public the impacts of out-of-season or non-seasonally appropriate recreations.
- Develop flexible travel management plans and staffing to accomodate for flexible dates for road openings.
